PARASTATALS

The Parastatals are:

The Nigerian Civil Aviation Authority (NCAA)
The Federal Airports Authority of Nigeria (FAAN)
The Nigerian Airspace Management Agency (NAMA)
The Nigerian Meteorological Agency (NIMET)
The Nigerian College of Aviation Technology (NCAT)

The Nigerian Meteorological Agency (NIMET)

NIMET is responsible for the provision of accurate and timely weather/climatic data used for airline operations, maritime navigation and urban development etc.

Meteorological Services in Nigeria started in 1892 by the Public Works Department (PWD), Racecourse, Lagos, where the oldest rainfall station was established. In 1937, it became one of the constituent Services of the British West African Meteorological Services of the then Gold Coast, the Gambia, Sierra Leone and Nigeria. The Services became a full-fledged Department in April 1949 and was one of the seven (7) Colonial Department structure used in running this country. Upon the introduction in July 1952 of the Ministerial form of Government, the Meteorological Department has moved from one Ministry to another due to the fact that the Meteorological Service is relevant to all aspects of our economy.

The Nigerian Meteorological Services is on the exclusive legislative list of the Federal Government. Correspondingly, the Department has a long habit of operating on its own. Except for policy matters, which it refers to the supervising Ministry from time to time, it operated as an extra-ministerial Department. Like most National Meteorological Services of the world, it was established principally for the needs of aviation. Since the end of the Second World War and in the recent past, lots of activities have been undertaken in other branches of meteorology especially in Climatology, Agriculture (Agro-meteorology), water Resources Meteorology (Hydro-meteorology), Telecommunica-tions, Training and Research.

On 16 May 2001, the Federal Executive Council (FEC) approved the transformation of the Department of Meteorological Services of the Federal Ministry of Aviation into the Nigerian Meteorological Agency (NIMET) The Bill for the establishment of NIMET was passed into law by the National Assembly in June 2003. The establishment of NIMET as an autonomous Agency, which had been elusive for nearly 20 years, remains one of the landmark achievements of this Administration.

Organizational Structure

The Agency is headed by a Director – General/CEO in the person of Chief L.E. Akeh (MON) and composed of six directorates namely:

Functions/Responsibility

In pursuance of the laid down objectives and programmes of Nigerian Meteorological Agency (NIMET), the Agency has the responsibility to:

  • Advise the Federal Government on all aspects of Meteorology

  • Project, prepare and interpret Government policy in the field of Meteorology.

  • Collect, process data, issue weather forecasts and give early warning for the safe operation of Aircrafts, Ocean going vessels, National Food production, Drought, Desertification, Natural Disaster and relief management, Hydrological and Water Resources activities, Environmental pollution, Ozone Concentration and Bio-Meteorology for climatic and human health activities.

  • Provide safe custody of meteorological records kept in the National Meteorological Archive.

  • Monitor Environmental Pollution and Ozone concentration.

  • Conduct research in meteorology.

  • Publish meteorological data and weather bulletin in the country.

  • Organize and participate in all local and international fora on Meteorology and Hydrology.

  • Engage in the training of all cadres of Meteorological Personnel and support staff.

  • Participate actively in the taking-off of the Agency.

  • Implement the physical development of the Agency as approved by the Federal Government and the National Assembly.
