Licenses
All application for Licenses and Permits must
be made in writing to:
The Honourable Ministry of Aviation
Federal Ministry of Aviation,
Federal Secretariat,
Shehu Shagari Way,

Abuja.
Who can apply?
Applicant must be a Nigerian Registered Company
Types
-
Passenger services on domestic routes. Holders can also operate
passenger charter and cargo services world-wide.
-
Air Operating Permit (AOP)-allows holder to operate non-schedule
passenger services on domestic and International routes as well
as cargo services world-wide.
-
Non-Commercial Licence Air Travel Organisers' Licence.
GUIDELINES/REQUIREMENTS FOR THE GRANT OF AIR
TRANSPORT LICENSE ATL
-
Memorandum and Articles of Association with minimum paid up
share capital of N20m
-
Certificate of Incorporation of Applicant – Company
-
Detailed feasibility study – report (including the ability of
applicants to provide satisfactory services in respect of
safety, continuity, regularity of operation, frequency,
punctuality, reliability, source of finance etc)
-
Tax Clearance certificate of the Company and each of its
Directors
-
Bank reference in respect of the company
-
Proposed Insurance Policy
-
Publication of notice of Application in two (2) local newspapers
namely; the Daily Times and New Nigerian Newspaper
-
Duly completed applications forms (obtainable from
NCAA)
-
Comments of FAAN and NAL on the application
-
Security Clearance from the Presidency. To which end each
Director of the company
-
Must complete a Personal History Statement Form
-
Government Gazette ( To be paid for by applicant)
-
Payment of non-refundable processing fee of N500,0
-
Life Span of Life
-
The validity of a license shall be (5) years
REQUIEMENTS FOR RENEWAL OF ATL
-
Payment of N150,000.00 processing fees and annual utilisation
fee of N50,000.00
-
Security Clearance from the Presidency
-
Evidence of utilisation of Licence vide certificates of:
-Registration of Aircraft
-Airworthiness of Aircraft
-Insurance
-Air Operator’s Certificate (AOC)
-
Evidence of submission of monthly statistical returns of
operations to the Ministry
Provided there is a satisfactory report on the airline, the
permit may be renewed for another three (3) year period.

PERMIT (AOP)
NEW APPLICATION-REQUIREMENTS
Memorandum and
Articles of Association with minimum paid up Share Capital of
N20million
Certificate of Incorporation
Feasibility study report
Tax Clearance Certificate of the company
Bank reference in respect of the company
Proposed Insurance Policy
Publication of notice of Application in two (2) local newspapers
namely; the Daily Times and New Nigerian Newspaper

RENEWAL OF AOP
- Payment of
N50,000.00 processing fees and annual utilisation fee of
N50,000.00
- Security
Clearance from the Presidency
- Evidence of

-Registration of Aircraft
-Airworthiness of Aircraft
-Insurance
-Air Operator’s Certificate (AOC)
- Evidence of
submission of monthly statistical returns of operations to the
Ministry
Provided there is a satisfactory report on the airline, the
License may be renewed for another five (3) year period.

ORGANISER'S LICENCE (ATOL)
NEW APPLICATION - REQUIREMENTS
- Certification of
Incorportion of applicant company
- Memorandum of
Articles and Association
- Payment receipt
of the sum of N50,000 processing fee
- A bank
performance bond of N2.5 million
- Tax Clearance
Certificate of the company
- Authorised share
capital of N5 milion (if applicant is not a holder of the ATL or
AOP)
- Audited accounts
for the last three years; or certified opening balance sheet (in
the case of a new business)
- Payments reciept
of N25,000.00 processing fee
- Bank performance
bond valued at N2.5 million
- Evidence of
returns made to the ministry on previous operations of the
company
- Statement of
Account/Auditor's report of operation of the company
- Comments of FAAN
on the operational base of the Applicant
- Security
Clearance from the Presidency,
- Publication of
notice of application in the official Government Gazette
- Payment of
non-refundable processing fee of N25,000.00
How Long Does Processing Of Licences Take?
- ATL and AOP - up
to three (3) months from date of submission of all required
documents/information
- ATOL - up to one
(1) month
- Applications for
renewal should be filed at least six(6) months before date of
expiration of current ATL or ADP
How To Facilitate Processing.
- Applications for
renewal should be filed at least six (6) months before date of
expiration of current AOP or ATL.
- Attach two (2)
copies of bulky documents e.g Feasibility Study Report
- Provide complete
mailing address and day time telephone number(s)
- Respond to all
enquiries promptly
- Advise
references (named in PHS forms) that they will be contacted for
verification of information provided
- All information
provided in the PHS forms will be verified. Applicants are
therefore advised to ensure that all
information is complete and correct/current.
RENEWAL OF ATOL
Payments receipts
of N25,000.00 processing fee
Bank performance bond valued N2.5 million
Evidence of returns on previous operations forwarded to the
Ministry
Statement of Account/ Auditor’s report of operation carried out
by the Company.
LIFE SPAN OF ATOL
An ATOL is granted/renewed for a period of one year with effect from
the date of issuance by the Honourable Minister.
