PARASTATALS

The Parastatals are:

The Nigerian Civil Aviation Authority (NCAA)
The Federal Airports Authority of Nigeria (FAAN)
The Nigerian Airspace Management Agency (NAMA)
The Nigerian Meteorological Agency (NIMET)
The Nigerian College of Aviation Technology (NCAT)

The Federal Airports Authority of Nigeria (FAAN)

The Federal Airports Authority of Nigeria (FAAN): maintains and manages the 22 Airports in the country on behalf of the Federal Government who is the owner of these facilities. It is by far the most visible Arm of the Ministry because of its management of the Airports. It is led by a Managing Director and supported by five Directors.

The Federal airports Authority of Nigeria (FAAN) was established in August 1995 to carry out the functions of two erstwhile organizations – The Nigerian Airports Authority (NAA) and Federal Civil Aviation Authority (FCAA). These two organizations which metamorphosed into FAAN were once more demerged in 1999 not because its functions were too large to be managed by one organization but mainly because professionals in the industry were of the opinion that the order of the day called for specialization of functions, not generalization, at Vision 2010 Forum. Also, the need to operate in conformity with ICAO calls for the demerger.

The Federal Government resolve therefore to reposition the sector in the new Millennium, the need to separate regulatory bodies from service providers and avoid confusion in the Industry were the major points in the restructuring exercise.

Evolution of FAAN:
Ministry of Aviation (A/E Department):1970 – 1975
Airports were built between: 1970 – 1978
Nigerian Airports Authority: 1976 – 1978
Terminal buildings were built between: 1978 – 1990
N.A.A. was removed from receiving Government Subsidy, 1982
T.C.P.C. classified NAA for partial Commercialization: 1985
T.C.P.C. classified NAA for full Commercialization: 1989
B.P.E. classified FAAN for privatization: 2001

Statutory Functions/Policy Provisions:

FAAN is a service organization statutorily charged with the development and management of all commercial airports in Nigeria. In a nutshell, FAAN is charged with the following functions:
• To develop, provide and maintain at airports all necessary services and facilities for the safe, orderly, expeditious and economic operation of air transport.
• To provide adequate facilities and personnel for effective safety and security at all airports.
• To provide conducive environment under which passengers and goods would be carried by air and under which aircraft would be used for other gainful purposes.
• To provide accommodation and other facilities for the effective handling of passengers and freight.
• To develop and provide facilities for surface transportation at airports.
• To carry out at the airports (either by itself or by an agent or in partnership with any other person or corporate body) such economic activities that are not relevant to air transportation, but which may be carried out without prejudice to other functions of the Authority; and
• To generally create conditions for the development in the most economic and efficient manner of air transport and the services connected with it.
